1. Agreement and scope

These Terms form a binding agreement between you and Sadra Makhmali, the individual operating the Pulsing service under the name “Pulsing” (“Pulsing,” “we,” “us,” or “our”). By selecting “I agree,” creating an account, creating or joining a Pulse, messaging, purchasing a subscription, or otherwise using the Services, you confirm that you have read and agree to these Terms, including the Community Rules and Safety Guide contained in them. The separate Privacy Policy explains how personal data is handled.

If you use the Services for an organization, you represent that you have authority to bind it, and “you” includes that organization. Feature-specific or purchase terms control only for that feature if they expressly conflict with these Terms.

These Terms apply to the Services worldwide. Mandatory laws of the place where a user lives or receives the Services may still apply regardless of this wording.

2. Eligibility and age

You must be at least 18 years old. You may not misstate your age, enable a minor to access the Services, or create content or activities directed at minors.

You must have legal capacity to enter this agreement and must not be prohibited by law, court order, sanctions, or another binding restriction from using the Services.

Your account is personal. You may not sell, rent, share, transfer, or create an account for someone else.

We may request proportionate age, identity, or eligibility information. Failure to provide it may result in restricted access or suspension.

3. What Pulsing does - and does not do

Pulsing is a discovery and communications tool. We may use profile information, approximate location, rules, or automated systems to suggest people and Pulses. A suggestion, compatibility score, ranking, paid badge, or verification badge is not an endorsement or a guarantee of identity, background, qualifications, financial standing, health, intentions, compatibility, or safety.

Unless we say otherwise in clear feature-specific terms, we do not conduct criminal-background checks, continuously monitor users, supervise meetings, provide emergency response, inspect venues, or insure activities. If we verify an attribute, verification covers only that attribute at the time and to the extent described. It is not a safety clearance.

Pulsing is not a party to any agreement, trip, employment, investment, purchase, service, payment, or relationship between users. Users alone are responsible for promises, permits, credentials, taxes, insurance, quality, payment, and disputes arising from their arrangements.

4. Accounts, truthful information, and security

Provide accurate, current information about your identity, age, location, skills, purpose, and professional background. Impersonation, deceptive profiles, and use of another person’s image or documents are prohibited.

Protect your phone, one-time codes, devices, and sessions. Promptly report suspicious access and close unknown sessions.

Never send another user your password, one-time code, or identity documents. Pulsing will not ask through a user message for a login code or a payment to “verify” you.

We may restrict login, require additional checks, or temporarily lock an account to protect users, investigate fraud, or comply with law.

5. User Content and operational licence

“User Content” includes names, photos, bios, links, Pulses, locations, times, messages, files, reports, feedback, and other information you submit. You retain ownership of your content and are responsible for its legality, accuracy, permissions, and consequences.

You grant Pulsing a non-exclusive, worldwide, royalty-free licence to host, store, reproduce, transmit, display, technically format, moderate, back up, and protect User Content solely to operate, improve, secure, and enforce the Services. The licence ends within a reasonable period after deletion, except for backups, safety evidence, legal obligations, dispute records, and third-party rights.

Upload only content you own or are authorized to use. Do not disclose another person’s location, identity, communications, image, or other personal information without consent or another lawful basis.

6. Respect, consent, and communications

Community Rules

Communicate respectfully, clearly, and without pressure. Silence, a match, acceptance of a connection, joining a Pulse, or attending a meetup is not consent to romance, sex, money, work, recording, physical contact, or future communication. Consent must be freely given, specific, informed, and capable of being withdrawn at any time.

Insults, profanity directed at others, humiliation, defamation, bullying, harassment, stalking, repeated unwanted contact, or contact after a request to stop;

Threats, coercion, extortion, blackmail, doxxing, disclosure of secrets, or threats to publish images or communications;

Unwanted sexual conduct or content, sexual exploitation, commercial sexual services, trafficking, or any sexualized conduct involving a minor;

Hate speech, discriminatory abuse, or incitement of violence based on personal characteristics;

Recording, photographing, publishing, or redistributing a person, private message, or private information without consent and lawful authority;

Romance, employment, credential, investment, or financial scams; guaranteed-return claims; pyramid schemes; or concealed commercial solicitation.

These rules apply to profiles, Pulses, messages, calls, linked networks, travel, in-person meetings, and off-platform conduct involving a person you met through Pulsing.

7. No political content or activity

Platform rule - separate from illegality

Pulsing is not a political forum. Political, partisan, electoral, governmental, or protest-related content or activity is prohibited in profiles, Pulses, messages, images, links, usernames, and meetups arranged through Pulsing, even if the user believes it is lawful, neutral, educational, satirical, or newsworthy. This is a contractual platform rule. Conduct has separate legal consequences only where applicable law independently makes it unlawful.

Advocacy for or against a party, candidate, official, institution, movement, ideology, election, referendum, protest, or political campaign;

Political organizing, recruitment, fundraising, polling, persuasion, slogans, symbols, manifestos, propaganda, news, or political analysis;

Creating or coordinating a Pulse or meetup for a political, governmental, electoral, security, or protest purpose.

We may remove political content or restrict an account without prior notice. Neutral administrative information about generally applicable laws or venue requirements may be shared only to the extent necessary for a safe, lawful activity and must not become political debate or advocacy.

8. Illegal, dangerous, and prohibited conduct

You may not use Pulsing to commit, plan, facilitate, teach, conceal, or finance crime or harm, including:

Murder, assault, abduction, unlawful restraint, robbery, theft, extortion, threats, vandalism, or other violence;

Fraud, phishing, money laundering, gambling, forgery, unauthorized access, malware, data theft, or sale of accounts;

Illegal weapons, drugs, controlled substances, contraband, or prohibited goods or services;

Commercial sexual services, exploitation, trafficking, child sexual abuse material, grooming, or any inappropriate interaction with a minor;

Promotion of self-harm, suicide, dangerous challenges, unsafe driving, or activities creating unreasonable risk to life or health;

Regulated medical, legal, financial, investment, travel, transport, employment, or other professional services without required licences;

Infringement of intellectual property, privacy, confidentiality, consumer, or other rights.

Each actor remains responsible for their own criminal, civil, regulatory, tax, and contractual liability. A breach of these Terms is not automatically a crime, and Pulsing does not determine guilt or punishment. We may report suspected unlawful conduct and cooperate with competent authorities where required or permitted by law.

9. In-person safety and assumption of risk

Safety Guide

Meeting strangers can result in theft, robbery, fraud, harassment, violence, physical injury, illness, financial loss, or death. Pulsing cannot guarantee a person’s identity, intent, background, or conduct. Your decision to communicate, travel, exercise, collaborate, or meet is voluntary, and you must use precautions appropriate to the activity.

Independently verify the other person and the purpose. Do not treat a verification badge as a safety guarantee.

Hold first meetings in a well-lit, busy public place at a reasonable time. Avoid a stranger’s home, vehicle, or isolated location.

Tell a trusted person whom you are meeting, where, and when; share a check-in or return time.

Control your own transport, money, identification, medication, drinks, and belongings. Do not send money or carry valuables for another user.

For travel, outdoor, or sports activities, check permits, weather, equipment, physical ability, insurance, and the host’s qualifications.

Leave immediately if you feel unsafe. Contact local emergency services for imminent danger; an in-app report is not an emergency service.

Treat sudden venue changes, unregistered guests, requests for secrecy or money, and pressure to move off-platform as warning signs.

To the fullest extent permitted by law, you knowingly assume the ordinary and reasonably foreseeable risks of interactions and activities you choose. This assumption does not waive liability for Pulsing’s fraud, wilful misconduct, gross negligence where it cannot be waived, or any other non-excludable statutory duty.

10. Pulse creator and host responsibilities

Accurately disclose the purpose, time, location, price, age restriction, difficulty, capacity, equipment, accessibility needs, and material risks.

Obtain venue permission, licences, insurance, professional credentials, and safety or health measures independently required by law.

Do not move an activity to a private or materially riskier setting without informed agreement, and do not bring undisclosed participants.

Do not disguise sales, paid services, recruitment, fundraising, or financial transactions as a social Pulse.

In an incident, contact emergency services first, preserve evidence only where safe, and then report the matter to Pulsing.

Creating or hosting a Pulse does not make the host our employee, agent, partner, contractor, or representative. Hosts are responsible for their acts, omissions, guests, venue, equipment, claims, and compliance obligations.

11. Reporting, blocking, moderation, and law enforcement

Users can report content or accounts and block abusive users. Reports must be truthful, specific, and supported where possible. Knowingly false, manipulated, retaliatory, or abusive reports violate these Terms.

We may use human and automated review to remove or restrict content, reduce distribution, disable features, pause payments, lock accounts, or suspend or ban users. We may act without notice for imminent risk, severe violations, fraud, repeat conduct, evidence preservation, or legal obligations.

We do not promise to monitor all content or prevent all harm. We review reports proportionately to severity, legal duties, and available information. To protect reporters, investigations, or other users, we may not disclose every detail.

We may preserve and disclose relevant information when required or permitted by law, including in response to valid legal process, credible threats to life or safety, child exploitation, fraud, or serious crime. Deleting an account or message does not necessarily remove copies retained for safety, disputes, fraud prevention, or legal compliance.

12. Privacy, location, and identity data

Our separate Privacy Policy explains what we collect, the grounds and purposes for processing, disclosures, security, retention, deletion, international transfers, and your rights. Sensitive or high-risk data - such as location, identity-verification data, birth date, gender, and interests - will be processed only as described and as permitted by applicable law.

Messages and conversation records may remain in our systems after you hide or delete a conversation from your own view so they can be protected, investigated, or relied on in a crisis, safety incident, dispute, or legal process. The ordinary administrative dashboard does not provide staff with a message-reading feature. We may nevertheless preserve or disclose relevant data where required or permitted by law, as explained in the Privacy Policy.

A public profile or Pulse makes selected information visible to the intended audience and may create a risk of unauthorized copying. No privacy setting provides absolute security. Do not publish a home address, financial data, login code, identity-document image, or information unnecessary for a meetup.

To establish acceptance and protect the Services, we may record that you accepted these Terms, the acceptance time, and related account or security information as described in the Privacy Policy.

13. Subscriptions, payments, cancellation, and refunds

Before purchase, we will display the price, taxes, billing period, included features, renewal method, and cancellation terms. Payment does not guarantee matches, responses, or meetings.

App-store purchases, billing, and refunds may also be governed by the relevant store. Mandatory consumer rights remain unaffected.

Automatic renewal will occur only after required disclosures and consent, and an accessible cancellation method will be provided.

Discount codes have no cash value and are non-transferable unless expressly stated. Payment abuse, fraudulent chargebacks, or circumvention may result in suspension.

Pulsing is not a peer-to-peer money-transfer service. Direct payments, investments, loans, and cost-sharing between users occur solely at the parties’ risk.

14. Intellectual property and licence to use the app

The software, name, marks, designs, system copy, databases, and technology are owned by Pulsing or its licensors. We grant you a personal, limited, revocable, non-exclusive, non-transferable licence to use the released app lawfully under these Terms.

You may not reverse engineer, scrape in bulk, crawl without permission, bypass controls, automate accounts, manipulate matching or ranking, conduct unauthorized security testing, resell access, or use the Services or data to train a third-party system.

We may use voluntarily submitted feedback without payment to improve the Services, subject to privacy and confidentiality obligations.

15. Third-party services, automated systems, and availability

Maps, payment processors, app stores, SMS, identity verification, and third-party links are subject to their own terms. We are not responsible for their outages, conduct, or content except to the extent non-waivable law provides otherwise.

Recommendations, compatibility scores, categorization, and automated moderation may be incomplete, biased, or wrong. Automated output is not professional advice or a guarantee. Where available, users may report errors or seek human review.

We may change, suspend, or discontinue features for maintenance, security, legal requirements, or events outside our reasonable control. Continuous availability is not guaranteed unless a separate written service-level agreement says otherwise.

16. Disclaimers and limitation of liability

Mandatory-rights savings clause

This section applies only to the fullest extent permitted by applicable law. Nothing excludes mandatory consumer rights or liability that cannot lawfully be excluded or limited, including liability for fraud, wilful misconduct, or death or personal injury caused by negligence where such exclusion is prohibited.

The Services are provided “as is” and “as available.” We do not warrant uninterrupted or error-free operation, absolute security, accuracy of User Content, user identity or intentions, number of matches, response rates, successful collaboration, safe meetings, or activity outcomes.

To the fullest extent permitted by law, Pulsing is not liable for user or third-party conduct, speech, crime, negligence, or omissions - including insults, threats, theft, robbery, fraud, harassment, assault, murder, loss of property, illness, injury, or death - arising from online interactions, travel, or in-person meetings, except where the loss is directly caused by a non-excludable legal responsibility of Pulsing.

To the fullest extent permitted by law, we exclude indirect, consequential, special, exemplary, punitive, and loss-of-profit, data, goodwill, or opportunity damages. This exclusion does not apply where applicable law prohibits it.

17. Indemnity

To the extent permitted by law, you will indemnify Pulsing for direct losses, third-party claims, regulatory penalties, and reasonable defence costs arising from your breach, User Content, Pulse or meetup, infringement of another person’s rights, or unlawful conduct. We will provide reasonable notice where practicable. This obligation does not cover Pulsing’s independent negligence, fraud, or wilful misconduct.

18. Suspension, termination, and deletion

You may request account deletion in Settings and must separately cancel any app-store subscription. We may restrict or terminate access for breaches, safety risk, fraud, legal process, prolonged inactivity, or service discontinuation.

Provisions concerning ownership, evidence retention, outstanding payments, disclaimers, liability limits, indemnity, and disputes survive as necessary after termination.

19. Changes to these Terms

We will display the version and last-updated date. We will provide appropriate notice of material changes to rights, safety, data processing, or payments and obtain renewed acceptance where required. Changes will not apply retroactively unless lawful or more favorable to the user.

20. Governing law and disputes

These Terms and any non-contractual dispute arising from or connected with them or the Services are governed by the federal laws of the United Arab Emirates as applied in the Emirate of Dubai. Subject to any non-waivable right to bring a claim elsewhere, the courts of Dubai, United Arab Emirates have exclusive jurisdiction. Nothing in this section limits mandatory consumer, data-protection, or other statutory rights that apply to you.

21. Regional and regulatory rights

If local law grants non-waivable cancellation, refund, content-notice, appeal, data-protection, accessibility, or court rights, those rights remain available. For users in the European Union or European Economic Area, content restrictions and moderation notices will be administered consistently with applicable Digital Services Act obligations where the Act applies. Privacy rights are governed by the Privacy Policy and applicable data-protection law.

Users must comply with applicable export controls and sanctions. You may not use the Services where doing so would cause Pulsing or its providers to violate law.

22. General terms

If a provision is unenforceable, it will be limited or severed only as necessary and the remainder will continue. Delay in enforcement is not a waiver. You may not assign this agreement without written consent. We may assign it in a lawful business transfer with required notice. These Terms and incorporated documents are the entire agreement concerning the Services. Headings aid reading and do not narrow the text.
